Dr. jur. (UIC, USA) Amy Wittmann, JD is an internationally recognized expert in digital law, technology regulation, and IT contracts, with over 20 years of experience across Europe and the United States. She advises companies, software vendors, and public-sector institutions on the legal challenges of emerging technologies—particularly in the areas of Open Source compliance, source code escrow, AI regulation (AI Act), cyber resilience (CRA), data protection (GDPR), and cloud and SaaS contracting.

Dr. Wittmann has deep expertise in software licensing, IT outsourcing, and technology-related M&A transactions. She supports clients in legally secure digitalization projects, licensing audits, and DPA communications. Her approach combines technical insight with regulatory depth—especially for cross-border contracts and data flows.

She is admitted to practice in Germany, Ireland (with EU-wide rights), England & Wales, and the United States (Illinois). Her background includes leadership roles in international law firms, senior in-house counsel positions, and her earlier work as a civilian attorney with the U.S. Department of Defense.

As a long-standing member of OSE e.V., she is committed to advancing the legal framework around software escrow and provides practical legal guidance to developers, tech companies, and procurement teams.
